He's the one that hired Mary Jane in the first place. He paid for her secret identity everything and brought her to Genoa City to plot revenge on Jack. But others got caught up i.e summer and of course Colleen. Hope that helps.

@amity1971 Victor hired mary jane to upset jack and mary jane (who was actually patty, jacks ex wife) took colleen hostage to ge revenge on Jack and colleen drowned trying to escape
