Bullshit! AP mines have always been designed to maim. The only difference is that whereas most AP mines are the size of a dinner plate and designed to blow your whole leg off, the Toe Popper is the size of a tea saucer and designed to blow just half of your foot off. Same end result (you're permanently crippled, buddies have to carry you), but cheaper and easier to scatter and conceal.
