Please read the whole of that chapter carefully, don't just point out one verse and magnify it. The chapter is not about amputations, it's about a battle(8:7 onwards) between muslims and a group of disbelievers. In a war, you wouldn't fondle your enemy, would you? It's a battle, and in a battle you kill your enemy, and by saying "it is not you who slew them; it was God" he means that God protected you against those disbelievers. Does this sound brutal to you?
