Also it was just selected as the #1 popular city to visit by the Guardian, a quality British newspaper. Seoul couldn't even become a target of their consideration. I've been to Seoul & Tokyo number of times but Tokyo is definitely a better city. It's not even a comparison. They have superb restaurants, markets & culture that have never existed in Seoul. Tokyo got the most restaurants with 3 stars in Michelin Guide, an authentic gourmet guide of France. Also it was just selected as the #1 popular city to visit by the Guardian, a quality British newspaper. Seoul couldn't even become a target of their consideration. B/c It's totally a different, lesser world.

So, everybody, even govt, needed times to get the situation clearer. Of course in that process there has been some wrong infos came about but that happens to any other govts and countries.
What is worse is U Korean govt's behavior. They didn't reveal the fact Seoul has more radiation than Tokyo( they thought ppl will panic) & hid this fact until now.
