If the player is concentrating hard on the game this could be seen as frustration. The player will only endure this for so long.
I don't think concentration means fun. It means the player is fighting with glitchy controls, unfair AI, and a cheaply made browser game.
Also why should a game be challenging to play? Some games are quite relaxing and still fun. Like Flower, ICO, Age of Empires, The Sims, Final Fantasy, and Graphic Novels.
Game can be docile and still provide a rich experience.
