Should she be able to? Absolutely. She's hurting no one. But the point is, the situation required her to not swear to get what she needed. She should have not sworn on the second call and gotten her father an ambulance and THEN deal with the problem with the officer.

The officer MUST keep calm and find out what the emergency is. He is trained to expect people who are going to be paniced.This guy risked someones life because he couldnt handle someone swearing.....A pretty big Fuck Up in my book.

Even in your scenario, you need an ambulance for your father and this is the way to get one. What he's doing is wrong and fucked up, but you do not concentrate on that now. Right now you concentrate on getting your father an ambulance and THEN you take care of the officers totally unprofessional attitude.
