Overbalanced wheels typically have weights that move off an assigned radial position which makes them clunky. Just about every perpetual motion machine I have ever seen is also tied to an axis. This design simply rolls free. The weight that is being lifted is supported by the ground and in an almost vertical position.
Correct. They all work with gravity. You have to imagine that this wheel is rolling on top a sheet of glass. Sorry!
