You have to put in enough constitutional powers so that majority rules and minorities can stop the government. perhaps a bicameral system. Your system of government right now does not work. I hope Rajapakse can change things.
The problem you have is too many of your population is not educated but that is expected of a developing nation. I wish you the best of luck.
