Most people there a bilingual if the languages are a bit similar. Dont know where you are from. But think about it. If you would live in San Diego so you surely were able to talk or understand Spanish/Mexican a bit? Dont you think? Germans living next to the Netherlands understand and speak a bit dutch too. Often they work across the border...
