you can cheat by using a code, than makes complete and no changing of stars for cops.

like i have it for PS2--this is was i do;

i make sure my cops level is 0, if it isnt i lower it using--R1, R1, Circle, R2, Up, Down, Up, Down, Up, Down.

But if it already is i use the a code that locks the wanted level to what i have--CIRCLE, RIGHT, CIRCLE, RIGHT, LEFT, SQUARE, TRIANGLE, UP. Hope i helped:)
