As sad as it may be for the girl, I am a criminal justice major at the University of Alabama and the law states explicitly that police officers have the right to, "use as much force necessary to gain compliance."
That's all fine and good except how much force is necessary on a 14 yo girl. In general these implements should be used only as a VERY last resort and NEVER in certain areas like the head. If the cop couldn't chase down the girl then he could have tracked her and gotten her with assistance. Back in the day cops were really good and fast at running. Even with all the equipment they carried, they had a good success rate of apprehending the suspect. I have noticed that lately they almost rarely run and instead are itching to use a tazer or gun.

That's all fine and good except how much force is necessary on a 14 yo girl. In general these implements should be used only as a VERY last resort and NEVER in certain areas like the head. If the cop couldn't chase down the girl then he could have tracked her and gotten her with assistance. This specific case should have required no force at all as she didn't even retaliate other than run. Is he too fat to chase her? No, what he did was excessive. You can use enough but not excessive.

This teen was clearly in the wrong and should be punished for assaulting her mother (who does that?). Though i'd like to commend the mother for seeking help for her promiscuous and wreckless daughter, I can't say for sure because the teen has obviously been allowed to do whatever she's wants.
