1. The show took place in Wisconsin but was filmed in California. I think producers wanted it to look like the family was at the Six Flags in Milwaukee which is on the shore of Lake Michigan. It was easier to film the opening sequence in California with a fake Lake Michigan instead of flying the entire cast to Wisconsin.
2. The fake water looks more appealing for an aerial sunset zoom out camera shot instead of focusing on a parking lot.

And I also noticed w/ other WBTV shows that were in syndication/cable or went in syndie reruns in the mid-'90s was that the shows that did have the v/o such as Babylon 5 (at least in its early 1st-season eps.) used a v/o with no WBTV jingle. But on others such as Kung Fu: The Legend Continues they used a combo of both a v/o without the WBTV jingle (early seasons only) or v/o + WBTV jingle, with the latter playing after the v/o finishes.
Did Step by Step in local reruns followed KF:TLC's method?

They were associates of Miller/Boyett (just like Griffard/Adler with M/B's Going Places and Two of a Kind), so they weren't considered the principal backers of the program. it's sad that nearly all the actors retired after this show. JT is gone, karen is gone, brendan just disappeared, cody is gone. Dana, Al, Frank and Carol are the only ones left acting.

And when I last saw it locally, didn't this show, too have a voice-over at the end of the closing credits? When I last saw Step by Step locally, for some reason I never heard a voice-over (if they did indeed have one).
