Helicopters make engine failure landings using the energy in both the rotor blades and the altitude/airspeed of the heli to glide to the ground and "flair" that energy to stop their descent rate, Hovering that low to the ground leaves you almost time or energy to make a descent emergency landing, When hovering like that you are basically S.O.L if your engine fails.
