your right, the explosion is a secondary, propably some fueltank left by the testcrew in order to have a nice target for the cluster-ammo. in the background of the second fireball you can see some small impacts, that's the actual cluster bombs.

It's not a cluster bomb. The thing they drop from the plane may be but the actual explosion on the ground is not cluster munition. Explosion is too large as mentioned.

@neziere The Mirage 2000 surly dropped the cluster bomb, but must hit some barrels with petrol according to the explosion. Normally a bomblet with size of a ice hockey disc would do such huge explosion.
