No, no, they follow all the rules. There is only 1 rule - just DRIVE anywhere, anyhow. I spend a month in China each year and it only gets worse. I cannot see it ever improving now. Some 161m cars in China now and growing at over 10% each year. How can they be re-educated to drive sensibly? (add to that the 200m motorcycles and God knows how many bicycles). See, it's an impossible task.
