The answer is to get them out of there. Put up condos and office buildings which have security guards and cameras. The junkies will leave. When you have a critical mass, it is hard for them to quit drug use. They make a community with other junkies. Their friendships, relationships, etc. are all itnertwined with drugs. Do you think you can get people to quit smoking by providing a smoker's club and having a bunch of warm and fuzzy programs for smokers? No. Same for crack users.

Well said. If you go to Amsterdam where they have leval heroine shooting galleries, you will see the result. There are pick-pockets going up and down the Damplatz. It is definately not a good idea at all. More and more people get hooked and you end up ruining your city. It is analagous to having a feeding station for cockroaches and thinking that if the cockroaches eat in the feeding station that they won't bother you.
