Wiping out the Jedi. A big plan is one thing, but Sidious needed the ultimate weapon to do it. This was Darth Vader. Palpatine preyed on Anakin's Feelings and so when Vader became crippled, this stopped him from reaching his full potential. This way, Vader can still hunt the jedi and Sidious would be able to maintain more control. Even Sidious himself told Yoda when they fought that Vader was going to be more powerful than the both of them.

One problem, Vader had a not so kind meeting with lightsaber and lava.
That permanently made him only about 80% of the power of Sidious.
