I think this could have gone either way. The rule includes penalties for *inside the jersey and *inside the pads. If the refs don't believe his hand was inside the jersey, it's not horsecollar. Also, the rule is more for when players are brought immediately *down and *back.
@chubby- know your history before you say things. players have definitely broken legs when tackled using the horsecollar. 2 in one game actually- donovan mcnabb and TO in 2004.

This is a very dangerous way of tackling that has caused injuries, the same reason grabbing the facemask is a penalty if the person being tackeld is spun and falls forwards its not a horse collar.

Exactly. Rule was amended in 2006 to include the jersey; I think that was done to close a loophole in the rule. There still are some loopholes, for example, pulling the guy forward, or doing a horse-collar inside the tackle box near or behind the line of scrimmage.
