The balcony dates back from the days of the alpha. Like Ironforge, the Undercity was supposed to have two levels. Problem was people kept getting lost, so they scrapped both of them. In IF, you can still see some of the remnants, in the form of doors and balconies in odd places.

The memorial is to a developer who died when they where in the beta parts of the vanilla WoW.

@SamMizu Anyone can get to that memorial, it's actually a hill in the barrens. Just a little tricky to get to it but it is available to get to without glitching.

He was the brother of René Koiter, an artist at Blizzard. He died at 19 of unexpected heart failure.

Mister Mythbuster learn 2-3 things. Both the island at the start is for a quest(personally i have been there) Second in the barrens the ghost is For quest too. And in Undercity its just a bug. Learn some things people and dont believe every junk think that give u.

I found out after that the Islands are now part of the AQ quest chain but Koiter isn't part of any quest.
