Actually I was at the gaol last week on a tour and asked if the janitors go up there as they could be mistaken for ghosts - i was told from 2 sources, both employees of the gaol - that janitors DO NOT go up there - its not necessary (as the public don't go up there) or safe.
besides, don't you think that if janitors WERE allowed up there,they would have a bit more of a detailed appearance than just a shadowy figure? geez..... learn the facts before you argue a point!
so i say again. if it was unsafe, it would be condemned and torn down. this isn't the third world, we actually have beaurocrats that make sure that things that are unsafe do not remain unsafe - after all, just because you're not allowed to go somewhere, doesn't mean that people won't. why do you think they have security guards? if noone went where they shouldn't a sign would be enough to keep them out.
i work there as a tour guide now and i have found out that the reason why no one is allowed to go up is that according to government standards, the handrail is not high enough. so there would be no one up there. because they are not allowed up there.
besides which, members of the public could only get up there if they could use a gaol key in the lock itself and also unlock the padlock. it is always locked, as a member of staff, i know that. there would be NO ONE UP THERE.

@TreCoolness oh ok, lol soz. between 0.40 and 0.43 on the second level, not directly at the top of the stairs, the area just under the top of the screen. Pause between that time and you will see the figure on the right. Very hard to miss. @juicyluce2211 should play the figure scene in slow motion so that the figure can be observed more easily, that would be a big help.

You'd have to show it in slow motion if it really is there, I couldn't see anything at all.

due to how old the gaol is, no one is allowed up in that section of the gaol. not even janitors or groundspeople. apparently it's too unsafe.

I went on this same tour in December 09. Nice bit of footage you have there! I have no explanation. But fake or real - it is spine tingling stuff.
I didn't experience any ghosts, despite pleading with Charles O'Leary to appear.
