Perhaps you should've filed a complaint to the police as well .. when people notice, they tend to act .. they probably didn't know about this smoke problem, although they should have been testing it before starting patrols.
The only thing "Emergency Vehicles" are exempt from is Road Fund Licence - TAX ! As for safety checks it is the drivers "Duty of Care" to ensure that the vehicle they are in charge of is "FIT FOR PURPOSE". As most Emergency vehicles are less than 3 years old they are not required (NOT EXEMPT) to be presented for an MOT test until they are 3 years old +
This is completely wrong. Any road vehicle must pay the vehicle excise tax. This only applied to site/off-road vehicles of which are intended to only be NOT on the road. Go down to your local station and they should all be up to date.
We have our Emergency vehicles safety checked every six weeks. MOT is the same rules as for anyone else. Still, it is one rule for the cops though - driving round with dodgy break lights etc

they can't get procecuted at all. Emergency vehicles are exempt from MOT's and safety checks.
