The way you break into the business is to work your way up the ladder. Getting water for the DP and the department heads is 101. Why should this be any different in Michigan? The work is rudimentary because you're proving yourself, developing relationships, gaining trust and learning skills that will get you advanced up the ranks. Having an attitude about "paying your dues" misses the point.
It's frustrating in Hollywood too. Especially with films leaving every day for another state or country.
Unfortunately not EVERY filmmaker is going to benefit from the program. That would be an unrealistic expectation. Right now a LOT of Michigan crew ARE working on films.
The biggest shame is that a lot of "microwave" film schools have sprung up, offering 40 hour classes costing $1500 or more- and which don't guarantee even paid entry level, (PA) work.
There are hundreds of quickie film grads swamping the market. This means a lot of people are working for free, hoping to make contacts.
this was true but was starting to change. What they needed and still need is rules making them hire more locals.

Stop whining and make a movie people want to see. Simple as that.
