The last time I did a gutter clean-up I charged $20 per hour. The reason for this was because my client hadn't had them cleaned for 3-4 years, and it was during the winter months. All the debris were frozen, it was a little more difficult to get clean. A dollar per foot would not have been worth it in that case.
