Yeah it was... I don't remember hearing it before nor after the Black Moon arc. and on the Sailor Moon R Musicbox CD, it's part of the track called "Kuroi Tsuki Soukougeki"...which translates to "Black Moon Attack"

No that was a different song, which originated in SMS. it's part of the track Uranus soshite Neptune in one SMS album and part of "Sailor senshi doushi no tairitsu" on the Sailor Moon musicbox album. This song only plays in SMR, parts of it sound similar to what youre talking about though
