A road is, by its nature, common. Private ownership is at odds with this. What stops a private owner from barring certain individuals from his road(s)? (As a monopolist, he can well afford to lose a few customers.)

Who doles out the privilege of owning and profiting from road franchises?

Has anybody but me noticed, that Wal-mart is no longer the Friendly shopping center it use to be. No longer do they Comp sale Items from other stores.
