Yes, unfortunitly, a bit less than the hero side to each server.

yes there are. Theres more villains than heroes though.

Not so.. on most servers there are more heroes than villians and the servers have people playing on them. CoH population holds pretty strong around 150,000-165,000... which is good for any MMO not named World of Warcraft
