Intel's thermal management feature for the Boxed Pentium 4 is designed to help keep the CPU cool. I have one of these and it workd real well. If the internal temperature sensor from the heatsink/fan detects warm air from the chassis, or general air, it will kick up the fan speed.

Cpu fans are often sleeve bearing. The bearings on the inside of the fan are dry and need to be lubricated. The reason it is so loud is because of the vibration within the center of the fan. IMO i would just replace the cooler. should not be too much. 30 - 40 tops.

or u can try the cheap \ harder way: Measure the fan size. go to a store and buy the same size fan. Take off the cooler and try to replace the fan. Just worry about mounting the fan .plug the new wire into the same place. $10 tops.
