They must have probable cause to go to a magistrate or judge and make a sworn affidavit to have judge issue a warrant. Otherwise they can't do anything unless there is an obvious visible emergency requiring them to act under exigent circumstances that requires their immediate action or assistance.

In 1990 I was hired and trained by the department of the bureau of the US census, (how it was written out) one of the things they had was this idea that the information that you got could not be accessed by any other department of the US, including but not limited to law departments and IRS. This is why I thought it was good, although I pretty much put my life in "danger" during that time. Oh and I wasn't supposed to "share" the information either. It was a good paying job, although employment.
