it's not as bad as that. You do want your rookies following orders and not being 'creative' especially when attempting to engage the enemy. A single rookie screw up can spoil the hunt, and even get people killed. However, if you follow his initial instruction about being a mindless drone to the letter through your whole career, your fleets will lose a lot.

@GeneralScar27 sometimes being cannon fodder will help your fleet unvaluabley, as successful cannon fodder can distract a big enemy ship long enough for your big guns to come around and finish them
