The marine that was shot: if you let criminals walk, the others are encouraged. Once the others have done their murders too, they know they have nothing more to loose and go on killing as many people who could resist tyranny as they can, because that makes it less likely the forces that overthrow tyranny and then come after them end up winning. I do mean "that" you know what I mean. Death-squads have to be culled in the street, don't wait you only get more.
