The Greek government desperately wanted to join the Euro zone because then they could lend money on the international capital market for less then half the interest rate they had pay when Greece had the Drachme. Because the Greek government knew they would not qualify for becoming member of the Euro zone, they (see 2.)
(2) the Greek governemt asked the American bank Goldman Sachs to assist in making the Greek national Budget look better by dooing some 'window dressing' so that the EU would have no choice but to admit Greece into the Euro zone. In my country the Netherlands, no one askes us either if we wanted to give up our own, strong currency (Dutch Guilder) and join a currency union with weak economies like Greece, Portugal, Italy etc. Now, you are a burden to us...!
