I'm a little puzzled as to why there isn't a picture of the plane moments before it hit the Pentagon, however in view of the following points, I can understand how this is possible.

At that time in the morning, there would be nothing but commuters in cars around the Pentagon. Its a very wide open space, its not quite in the city, please look at google maps.
Reagan National Airport is very close by. A low flying plane in that area isn't that alarming or unusual, in fact its largely ignored.
The year was 2001.Camera phones weren't that widely used then. What would be the source of a photo? from the road? possible but knowing the area, there would be only commuters in cars reading the newspaper, sipping coffee, not really paying attention to the planes that rumble by very low to land at DCA at a frequent rate.There are plenty of first hand accounts. No pictures though - not that unlikely however given these quick points.
You would think there might be a tourist with their camera out running around with their family. well not in that area actually, especially not near the pentagon. try taking pictures of the pentagon from the highway, in two minutes you'll be approached and questioned. the attraction nearby is the Arlington cemetary, but you wouldn't get a shot because of the trees, and again with DCA nearby a low flying plane isnt unusual.
