You are truly and idiot. The wheels are 20x1 3/8, but the diameter with a tire is 21. That's why they look proportionally skinnier than they are tall. The person riding the bike is a kid, so how would a kid fit a trials bike so well?
And no such thing as an expert sized bike? I've worked at a bike shop for quite a while and been to quite a few races. I've sold more bikes than you've seen. Look at any BMX race company's complete line - Haro, Sinz, Crupi - they all sell expert sized bikes.

The criteria for a trials bike goes far beyond the top tube and seat stay geometry.
The bike in the video is a expert sized BMX race bike. It's made for kids, which is why the geometry is goofy. It has like a 19" TT.

eg, those are not bmx wheels, they are too big
