Every old man and 2 year old in Taiwan knows "Hello" "i love you" "bye bye" "cute" "my baby" "oh my god" and many other phrases and they use them at their own leisure. But do you hear them say "kawaii"? No. Not even in Taiwan, where Japan's culture is in fact appreciated (unlike in Mainland China, and you might be accosted there for calling a girl Kawaii). The cultures themselves decide which words like "cute" and "kawaii" can be used... not you.
