Good landing, he was still in a flare before the threshold, but didn't touch until after.

There is nothing wrong with flaring so you touch right after the threshold. I have done it many times myself. Safe and Legal.

It looks like a non precision runway (no piano keys) At least what I can see. Looks like a dam good landing to me.
