Its one of the revisionist "documentary films" so yeah the writers/director just use a canvas and paint the past however their ideals determine, which means making things up, or making up the context, sumarizing things, turning it all into a silly cartoon. In this case Abbie Hoffman is literally transfigured into a cartoon charactor... Scooby dooby doo! Although I dont think the director had anything against the 60's counter culture, his intentions were probably coming from a good place.
I think there is clearly a generation gap between younger people, who see animation as a medium which can be applied to any topic, and older people who are unable to accept animation as anything other than a medium for nonsensical children's entertainment. This is also peculiar to the U.S. -- in Japan and Europe animation has long been recognized as just another form of film, with the potential to tell stories equally relevant to live action film.
@Zoyous I don't see it as being as simple as that. I recall being dragged off to see Fantasia in 1970 by an uncle . Fantasia, made by Disney in 1940, was groundbreaking animation for its time, and centered around creating a visual experience to accompany classical music. In that instance, the generation gap worked in reverse: While my uncle, 14 years my senior, took the animation very seriously as an artistic illustration of the music, it was I who had trouble regarding it as an "adult" medium.
