This presentation is interesting, but not convincing. The primary responsibility for 9/11 and its aftermath resides with all 3 branches of the U.S. government, which tried hard to make it happen and cover it up. Even assuming Israeli agents executed it, U.S. officials of all stripes tolerated it.
