Its called blended braking. The brake and DB are interconnected. the more Brake you use the more DB is used. This is very very common on passenger trains in commuter service.

That's the exhaust filter for the HEP unit that developes power for the passenger coaches (HVAC/lights, etc)-Jeffrey
