im pretty sure that he wouldn't have fallen on sleep as being said on purpose. He could just have been working a late night and happened to fall asleep accidentally.
first, I dont hear any snoring on the line all i hear is static. second, you cant simply "call another 911 agency" you dial 911 and your call is routed to the propper agency according to your location. at the 911 center that i work for when there is silence on the line like that it simply means that we are keyed up on the radio and it cuts out the phone and the caller cannot hear us. there have been many times that they have said "uh hello?" to me. he may have simply been talking on the radio
