Tarzan grew up without any British people. So it's impossible for Tarzan to have British accent. Just because he is decent of British people, doesn't necessarily means he'd have British accent. The developing accent is completely depend on the immediate surrounding. Which in this case, the immediate surroundings, the animals have American accent. Thus, Tarzan have American accent.
