right I think ive got something. I think that the animal protection act (1999) states that animals can't be injured, sick, in pain or suffering. Also that they can't be abused or neglected. I think this at least, I found a PDF on google when I searched for the animal protection act. Obviously there are particular things, such as if they have a permit. Im not sure if they are actually responsible or not. I can't add a link as it exceeds the character limit, sorry. Hop this helps :)

if you manage to relocate the nest onto your property, just put a sign on the fence that says trespassers will be shot and then the paintball gun becomes a legal option (he'd be trespassing on private property). Depending on the laws in your state, you can even claim that the geese are pets and then if he harasses the geese or destroys the eggs again, it becomes destruction of property. Take him to court, get a large settlement, and then use the funds to create a goose sanctuary :D
when the geese lay eggs replacing with rocks the same size and color and take them to the pond behind your house and sneak them in another geese nest they won't know the difference
