After working on my '77, the belt could also be placed inside the idler pulley rather than outside, which is what I did. I also had to readjust the position of the motor as well in addition to the tensioning lever, that also affects belt tension even though the Repair-Master doesn't say that...
The belt seems fairly tight though. I think this has the WCI replacement tranny in it which has a slower OPM. I am going to replace the belt soon and see if it makes a difference. The machine has no problem spinning.
I bet replacing the belt will help; on mine I had to adjust the position of the motor 1/6" after I did it, though, as it was too tight (even with the tension spring set to the 6th notch) and would throw a lot of water against the top on spin. With no clothes, try and see if you can slow down the agitator by hand. I could and that's how I found out it still needed some adjustments...
Interesting you said that, that does sound a lot like a Franklin tranny on a newer machine with the "wah-wah-wah" grinding noise. I never thought the two were interchangeable, that would be something!
NEAT machine you have, but something is definitely not right with it...the agitation should be much faster, +/-100 OPM. Probably needs the belt tightened or replaced.
