The reason thats done, is because people do tend to panic when they see an emergency vehicle coming in there mirrors, by turning the sirens off when you reach them sometimes it helps them to think clearer rather than just making them more confused........on other occasions blasting the sirens does the job :)

I live in the UK so our emergency vehicles use blue strobes or lights rather than red.
I use the mirrors all the time so I would see an emergency vehicle coming up from behind if it wasn't using the sirens and only lights.
But I guess it's better to use both lights and sirens in case someone wasn't using their mirrors properly.
