If you are claiming their population is smaller, therefore theres less eligible people for the olympics then you are mistaken.

Yes they can. It's not considered the best etiquette but it's not against the rules. It almost never happens in individual races but happens now and again in relays. You just have to make sure that you don't re-enter the water again before all competitors are finished.
