Great question! When I say, "no loose on top of loose," I'm referring to the top and bottom of the body. You can do three loose items on top (or however many you want), just make sure that the bottom half (pants, skirt) is fitted.
You can do loose on top, fitted on bottom - fitted on top, loose on bottom or fitted on top and fitted on bottom. If you do loose on top AND bottom, then you just end up looking bigger and lost in your clothes.
