does that apply for a lateral hazard too ( red stake into the woods, no water). Also with two club lenghts out from the red stake and dropping , im i allowed to pick the ball up without PENALTY to redrop if the ball is rolling down the hill back into the woods but still not going passed the red stakes and within the two club lengths.
I Really need to know this ruling and i cant find it anywhere in the rule book that explains it .
