Passport DC - Embassy Open House, Washington DC - Part 1

I have a friend who was born in Kazakstan and recently became a United States citizen but when my friend wanted to also maintain a passport from the birth country was not only denied by a representative of the U.S. embassy but was treated very, very offensively. Is this typical?!?
