Some Japanese women are embarrassed by the sounds of their bodily functions and used to flush the toilet over and over to cover it. They put the sound addition in so it wouldn't waste water.

What i find amusing is that anyone who knows these 'shy' japanese women are using these fancy toilets will immediatly recognize the fake flushing, rendering the whole 'disgusing the sound of the bodily functions' idea as pointless..
