It's "Wasted Youth" from Bat Out of Hell II. The album is by Meat Loaf and this dialog is done by Jim Steinman. The two of them are pretty much "partners in crime" and are very close. But Steinman is a genius composer and lyricist.
It is NOT Wasted Youth. And by the way, Wasted Youth is simply a remix of "Life and Death of an American Guitar" from Jim's 1980 solo album. This is an early version of what was to become "Nocturnal Pleasures" from Meat's Dead Ringer album. This track was never officially released.
