You most likely have to reduce the color depth to 256 colors (sometimes refered to as indexed)

Also save it as a PNG after you've done this. A few free programs that can do this are Infranview, Gimp, and maybe some of those RM character tools.

it's a custom title... he didnt use the title screen editor that comes with RPG Maker. It's actually a game script.

Its a special game script. Either that or rm2k3 Power Mode. it allows you to skip the title screen and create a custom one with a map. The save, load and quit are stored in certain variables i tink.
